Does Savannah require out of state investors to have a property manager?

If I am an out of state investor looking to self-manage a few LTR single family homes in Savannah, does the city allow that, or does it require out of state investors to have a property manager? I am just looking to manage the properties myself until the end of the year, after which I will switch it over to a PM company, but I am just not sure if the city of Savannah will allow me to do this as an out of state investor.
