VIsiting ESAs Again

I have a new tenant whose Girlfriend has an ESA.  He has only been there a few months.   The girlfriend seems to be at the apartment constantly  and I believe staying over with the ESA.  I can not restrict her from coming on the property with the ESA as I understand the law.  Does anyone know if I must allow the ESA in building overnight?   The biggest issue I have with dogs is noise  between units which is why I don't allow them.  I plan to speak to him on the fact that the lease prohibits people who are there for more than 7 days/month without permission but I wasn't pushing that during the holidays. I am not going to be counting days for visiting cars for all the tenants. Also would you let other tenants know there are no dogs residing in the building and remind them dogs aren't allowed.    I had previous tenant who had a dog and other tenants reported it after the fact when it had in fact disturbed them and done damage.
