Separating Services, Submetering, RUBS

Hello all, 

I recently purchased a duplex that used to be SFH. Still running off of one utilities, even split, which has ruffled feathers as imagined with the tenants since it's a 1/1 and 3/1. I want to at least get the electric done but hoping to get water and gas too. Gas sub metering would be an electrician job correct? A forum on here previously reviewed this topic and mentioned a few options but they were for water sub metering which I am currently looking into. I was wondering if anyone has done electric and gas as well or if they recommend other options they may have went with? The companies I have found are 20/40/100 unit minimum to get the meters...Haven't looked into RUBS, but know it's an option in my area.
