Security deposit remedies in NYC

If you're a landlord in NY, you know you are only allowed to collect 1 months rent as security deposit. On 2 occasions now, I've had people move out and not pay last month's rent and expecting (with my express disapproval) of applying security. So what remedies do you use to protect your interests? It's not productive to fight for damage reimbursement in Small Claims court and at the same time no way to stop somebody from not paying last month's rent when they given Non Renewal notice. And not a coincidence that the people that do damage the property are usually the offenders. This is such a landlord hostile law. Anyone has any workarounds or tips?

I think Kevin's suggestion is the best. File for eviction the first day allowed. Honestly, this should be your policy in any state, not just NY.
