Rental assistance transfer??

Hello! I have just bought my first rental property and am managing it myself. One of my tenants is on rental assistance through the Housing Authority of the City of Milwaukee and I need to go through the process of switching over the paperwork/lease from the old landlord to me. I have not gotten a response to my emails yet and was wondering what the next step to figuring this out is and if anyone else has experience with the organization that could help me out. Any advice appreciated!
