Inherited tenant problems

Hello Bigger Pockets forum.  I just closed on my first rental on August 30th.  It is a 5 unit building, 3 apartments and 2 commercial spaces . I inherited the previous owners brother as a tenant.  He lives in one apartment and uses one of the commercial spaces for storage.  His water, gas, and electric have all been turned off for lack of payment and he isn't in a hurry to pay me either.  He had no lease with the previous owner and avoids signing one with me.  So, the question is what is the best way to get him out of the building?  I am thinking of locking him out of the commercial unit because it is more like a storage unit than his living space but I don't want to do anything illegal.   He hasn't signed anything but also hasn't paid anything!  Let me know you thoughts.
