Is there a percentage or flat fee that can be charged for any non-entry issues with a tenant in general but more specifically in Pennsylvania?

If I understand correctly, you want to know how much to charge the tenant if they do not allow entry. That depends on your time. If you schedule an inspection and the tenant doesn't allow you in, that's an hour of time wasted. If your time is worth $50 an hour, that's what you charge.

Most vendors have trip charge fees. If the Tenant refuses to let a plumber in, the plumber will still charge the trip fee and that should be charged back to the Tenant. You may even add an administrative fee of $25 to cover your cost of having to pass the charge on and track payment.
