Leasing Land for Airbnb homes?

Hi all,
Looking forward to a SPECTACULAR 2022!  My question is.
"Is it possible to lease land for an airbnb project?"  I am a Land investor and I have a few pieces of land in the the Lake Placid, FL area.  I was wondering your thoughts on how would I go about finding someone who may want to build a tiny house or 2 in the Lake Placid, FL area and we come up with a plan to profit on this project.  

I already know that in Highlands County that:
1. The minimum sqft is 750 for building a structure
2. Only Modular, Tiny homes and regular homes can be built
3. No Mobile Homes

I also have details on and the access to groceries etc. in that area.  Just wanted to get the juices flowing for ideas.
