Cold Calling - DNC List

I have expanded my marketing tactics to cold calling property owners to see if they have any interest in selling. One concern is that I could be calling numbers registered under the federal do-not-call list. Does this open the door to potential penalties/fines if my number is repeatedly reported? Am I able to get a copy of this list to check if the number I am about to call is registered or not? 

Also if anyone has any particular strategies they use when cold calling feel free to drop them in here!
