List source used for direct mail to individual neighborhoods?

Hey BP,

I’m wanting to do a very specific mail out to one neighborhood. I’m familiar(ish) with listability for pulling bulk lists and I’ve looked into the USPS EDDM for route mailing. From what I can see, EDDM addresses “to current resident” to the houses on that route. Listability allows me to pull zip codes with owner specific data but I don’t know if it’s possible to pull just a neighborhood or route.

I want to select a certain mail route or neighborhood and then mail directly to the owner of the property on that route. I also need to have the owner of record’s name for our mail piece.

What software and lists sources do you recommend I look into to accomplish this?
