Choosing Direct Mail Criteria

When doing a direct mail advertising campaign, how should one set criteria for a mailing list. For example determining the percentage equity in a property or days late on mortgage (i.e 30,60,90). If anyone recommends any articles or blogs to check out I would appreciate it.
