What to say when contacting absentee landlord?

I've had an eye on a nearby property for awhile, and recently checked the tax records. The owner lives on the other side of the country and the taxes are delinquent on this property as well as another in town. He appears to own about 6 or 7 properties in the area, two of which have a PM listed as a contact address, with the others showing his mailing address.

I'd like to send a letter to the owner with the intention of finding out if there's an opportunity to purchase now or in the future.

Does anyone have a script or advice on what to say in this letter so I don't offend or turn him off?

Dear Ms. xxxxx,

My name is xxxxxxx and I own several rental properties in xxxxx. In fact, I own a house on xxxxx Street and noticed that a property nearby on xxxxx Street is vacant when I drive by. I researched the tax rolls and found that you are the owner of the property.

I am inquiring to see if you might be interested in discussing selling the property to me. I must admit that I know nothing about the condition of the property and why it is vacant – perhaps a solution is not workable for either of us. I am simply hopeful that we might discuss options.

I know this letter is out of the ordinary and might make you uneasy. Please be assured that I am not a realtor nor do not want to sell you anything. I am simply a small real estate investor interested in your property on xxxxxx Street.

I look forward to hearing from you. All of my contact information is below. If you are interested, please feel free to contact me by whichever method is most convenient and comfortable.
