Most effective marketing tactic?

I have recently targeted absentee owners and had a great response rate. The only issue is that they were not very motivated at all just interested in hearing my offer. The ole "I might sell if the price is right" which was really that they were looking for a retail buyer. Has anyone else encountered this response as well? If so, what marketing method and targeted group (porbate, absentee owners or pre foreclosures)do you feel has been the most effective for finding motivated sellers?

I will repeat one of my favorite quotes about marketing.

The key is testing and comparing results of different methods. As J Scott said even 1,000 pieces is not a significant test. The same list with a different headline or text could get very different results.
