New to Real Estate Investing

Hello, friends

I'm fairly new at whole investing and was looking up pre foreclosure homes on MLS. The properties that's labelled active next to photo do that mean the property is vacant or tenants currently living there? Also, the home is going up for auction in 3 weeks. Will it still be worth me contacting the owner asap offering services to take property of his or her hand? or will it be because the deadline is in 3 weeks?
