First time buyer looking for information about Palm Springs Area

Hello BiggerPockets members, 

My Name is Dennis and I'm a registered nurse. I live in Los Angeles and I am currently looking to invest in properties in Palm Springs/Cathedral city area. I've been reading several books and preparing myself to dive in to investing in real estate. I'm looking to do vacation rentals or buy and hold properties to rent out to long term renters. 

I've never purchased a home. I've started looking on MLS and connected with a real estate agent. My concern is the new ordinance in that area has for vacation rentals. is it affecting investors? How much money do I need to start looking for homes? any tips/advise for a new kid on the block? I'm scared and need a little guidance. I know I can't just read and read and talk about it without actually starting to invest to fully understand the undertaking and responsibilities of this new endeavor. Anything helps, thanks!
