New construction in low income housing market.

Hi my name is Tra and I live in the Memphis Tennessee area. I am going to get right to the point. I have a question more of an idea. Here in Memphis we have a lot of vacant lots in low income areas and my idea was to buy the vacant land at low price put duplexes on the land. Put section 8 tents and refinance and do it again. I can buy the whole street. Any advice?
