New investor sending letter to out of state owner

Hi everyone,

I am a new investor out of Kitsap County, WA. I have noticed a property in my neighborhood that has been empty for about 6 months now. I looked up the info on the property online and found out that the property is a rental and the owners are out of state. I want to send the owners a letter about being interested in buying their property. I was just wondering what to say in this letter. Any input and advice is much appreciated! Thanks.
