Free and Clear Mailing Lists

I am looking at buying a new free and clear mailing list. I used Sales Team Live in the past but now I have been able to cut direct mail costs down from 30K to 10K this year by using click to mail and the list I downloaded from STL. My question is where can I purchase a free and clear mailing list? If I use a company what criteria should I use? What loan to value ratio and what date of loan?
