Blind Offers = Illegal??

Hi all-

I sent out blind offers to purchase in an area in Texas - a seller contacted me back and wanted to agree to the blind offer I provided. However, upon further research I realized the values and days on market in the specific area were worse than I expected. When I let them know I would need to offer a lower value for the property, they got angry, claimed I could be guilty of mail fraud, that they would make a complaint to the Attorney General and that they would let everyone in the County know about this.

Just checking - blind offers are completely legal and reversible, right??
