Is direct mail illegal?

Hello BP-

I contacted my local county treasurer today to gain access to public records. I wanted to start building a list for an up coming direct mailing campaign. The county provided me with the information I requested, but then proceeded to tell me that they have a local ordinance that said it's illegal to solicit anyone from information that was provided.

Couple questions

1) is direct mailing in general legal?

2) is there away around this counties ordinances, or should I just move on to another county without the ordinance?
