Direct Mailing | Multi-property | FHA Loan

Hi guys, I posted a couple questions before about direct mailing but didn't get any responses on it yet, so wanted to give it another shot. 

Since MLS is slow and competition is high in my area (Boise, ID) I want to try direct mailing in to hopefully find a deal that meets the 2% rule or 1.5%. I'm looking for 3plex or 4plex that I'll finance with an FHA loan ( already pre- approved).

I came up with a few questions that I'd really appreciate your input on: 

1. Can I do direct mailing even though I'm working with a real estate agent? Since the seller wouldn't need a realtor would I have to pay for mine? 
2. Does direct mailing work in our situation (FHA loan)? Since I'm required to have financial contagion would this put off possible sellers?

3. If the direct mailing works, what's the process after someone decides that they want to sell me their property? i.e. write a contract, make an inspection and close?

4. Is there any way to get a full records list form my county of all 3-4 units in the area?
