List building with tax records.

My current strategy is to flip contracts until I can build a reserve to fix and flip, then buy and rent out.   I have been going through my tax records for Mohave County,  AZ and building a list of absentee owners.  I'm hand writing yellow letters.  Couple questions.  Is it worth my efforts to solicit in town owners?   What do I say to owners that own 3, 6, or 15 other homes?  Should I change my verbage for owners that are obviously investors,  or just skip them as well?  Thanks for your help.
