DIY Probate Mailing List

I think I have found a way to create probate list based off of county court records and the appraisal district website.  I don't have money to spend on lists at this time so I am just gathering info and making a spreadsheet to later mail merge a DIY mail campaign.  Is this how people go about creating mailing lists as opposed to paying money to have a list created through a web service?  Kinda want to know if this is on some right track.

Any other low cost ways to create lists?

****I realize this low volume list may result in less response, but I am trying to take action with little money at this point and hammer out a process.
