Rental Properties in Pittsburgh PA and Frederick MD

I've purchased our first rental property (condo) in Northern VA for 2 years, have a great tenant, but ROI is pretty low. Now I'm looking into Pittsburgh PA and Frederick MD, hoping to receive some advice from BP:

1) Does anyone have any advice on which area in Pittsburgh I should be looking for? I've heard East Liberty has some big corporate, and Monroeville? 

2) Anyone has any investment experience in Frederick MD? 

3) Any recommendations on agents who work with investors in these two markets?
