Teaming up to get bulk rate on Michigan Leads

Does anybody want to team up to buy lead lists and mailers in Michigan? I don't want to quite go to 10,000 leads but I want the bulk discount. Would have to figure out a way to know one guy is not screwing over the other by not mailing all the leads but ideally we'd be mailing different markets. Just tirekicking now but a colleague of mine in another state told they do it and it basically saves them a month worst of cost.
