Is HCAD the best place to find vacant owners in Houston?

I'm starting to drive for dollars and have found a few properties that seem to be vacant. I was told to use the HCAD since I live in Harris County to find the owners of these properties, but is there any other resource to find the owners of the properties that is not specific to my county?
