Mailing Homeowners in Distress

Hello,

I have a very general question about mailing homeowners in distress. Is it legal in Maryland? Where is it illegal? I have not consulted an attorney, but I have done my "google research" and I am not coming up with an answer. I want to make sure this practice is legal before I begin mailing out letters offering solutions to stop foreclosure. The last thing I want as a new investor is a law suit over a few letters. Any help or insight would be greatly appreciated.
