Over 3000 leads from local county in Georgia

I have an excel file with over 3000 property owners that are behind on property taxes.  Who would I hire or how would i find that address of where the owners live?   I have the addresses of the properties that are behind on taxes, but finding the owners is turning out to be alot of work?   is there a software program or site or service i can use to find the mailing address quicker?
