Land Investing - Marketing to Delinquent Taxes

When marketing to owners of Land who have delinquent taxes against their property how far would I go back?   

Should I focus on owners who have been delinquent 1 year and older?   2 years and older?   Or should i just market to all on the list when it comes to land.   

Many of these are small residential lots, some are commercial, there are some large lots/acreage as well.  

I recently secured a list my county here in Atlanta.   My list is current.

Hey @Gerald Harris,

I would mail to all of them depending how large the list is.  Maybe the first round would be to delinquent 1 year, out of state.  Then the next round all of 1 year owners delinquent.  The next round would be 2 years delinquent, out of state owners and so on.  Then you can split test your letter and see if you change the font, language etc.(like a yellow letter) do you have a better response rate?
