Who do I market to?

I am a newbee in investing. Besides absentee owners, which is the best list to target? Bankruptcy, tax liens? And what is a good number to start for direct mailing? Being new I have limited budget. Your help is greatly appreciated.

Start with absentee as you mentioned, only those with at least 50% equity. 

Owner occupants over 64 year old (Seniors) - again, with high equity only and length of residence over 15 years - is another good group due to life changes and high % of properties that have not been updated or maintained.

I don't like bankruptcies or foreclosures unless you can determine equity because you can't help a guy who owes 96% of ARV, etc. You don't want to waste precious direct mail $$ on people that cannot take your offer even if they want to.
