Code violation questions

I'm interested in direct marketing to properties with code violations.  I've emailed every city in my area - some have told me how to request a list, others have said they can't do that.  Anyone run into that problem?  Suggestions for how to get the list?

On a related note, does anyone have a letter they've used that's gotten good results?  If you share, I promise I won't send to anyone else...
