Help building my direct mail list

I’m looking for a tool to help me build a mailing list by neighborhood. i.e. I want build a list for all of the lake front properties in my area, but I don’t want to spend the time driving around the lake and writing down each address. The USPS has a neat tool called “Every Door Direct Mail” but it uses their carrier routes which doesn’t work because the route doesn’t go around the lake (there are 6 routes that touch the lake front properties). Our county (legal description) website doesn’t cross reference to mailing addresses very well at all. In this day and age of information I would bet there is a map that shows mailing addresses but I haven’t had any luck finding it yet. Any suggestions?
