First time investor zoning questions

Hello everyone,

I am looking to purchase a multi-family property in central CA. I found a property that I am interested in but my agent is trying to steer me away from it bc it does not have foundations and currently cannot get a 'burn letter'. The property is in Tulare County, has anyone had any experience with zoning in Tulare County, CA? And if you have, was it hard to get a lot split or a variance?
