How to purchase sitting property while being a homeowner

Hello,

I bought my first and only single family home that is currently my permanent residence. I am really interested in real estate investing. The owner of the property next door has been letting the property just sit and rot for over a year now and previously it was being rented out. I would really like to attempt to purchase the property so I can turn it into a rental as well but I don’t know how to contact or approach the owner. I also need help with finding out if it isworth investing in and also how to achieve this goal with little to no money down. Please advise. Thank you.
