Bargaining tenants during prospective tenant screening

Hello,

I do come across tenants that bargain on rent during tenant screening, and I noticed a pattern lately that tenants who bargain a lot tend to end up as trouble makers.Are there any best practices on when to filter out and pass prospective tenants who bargain?
