Applicant is 20 yrs old with low credit score. Do they need a co-signer?

Hi, I have an applicant who is 20 years old with a low credit score. She is applying with her boyfriend who is under 18 and has been emancipated from his parents. How do I go about handling this situation? Do I have the 20-year-old provide a co-signer and have the 17-year-old be an occupant instead of a tenant? Or should I stay away from this situation altogether seeing that the 17-year-old is a minor? 

One more question: If I approved the 20 year old with a co-signer and then allowed the 17-year-old to be listed as an occupant, would it make sense to have him sign as a tenant when he turns 18 in 5 months?
