People with poor credit but seems due to living on cash

So I got a tenant application who has a credit score of about 520 and same for spouse. No debts and almost nothing on credit report. It's almost blank. With a few inquiries from auto dealers. 

they shared 3 months bank statement and cash app summary showing 10,000 per month coming and withdrawal as well as withdrawal so maintaining close to 0 balance.  They mentioned they live debt free and don't ever buy on anything on credit.  

my house rent would be 2300. I showed them and they looked nice with good car, good dressing. 

Though I feel like leasing them but still like not sure. Happy to provide more info if someone can guide on this

That’s what I see 
Hard pass. Bad credit scores. Debt in collections. No reserves. Prior landlord info doesn’t match reality.  Who’s the prior property manager?
How many ref flags do you need?
