Tenant screening, accept with less than 3 times rent?

A prospective tenant, who is a personal friend of my previous tenant is interested in the unit. They submitted an application, but they don’t even make twice the amount of income as the rent. They stated that they will oat a full year and have a substantial amount in savings (which doesn’t phase me because they could spend it). So, I’m not sure uf it’s even worth continuing with the background and credit check. Previous tenant was great, but each individual is different. Not sure if i should approve them.
