Finding the right tenants... Feels impossible now

This could go in various categories. Anyways, I have a property in Northern NY where the tenant quality is not so great. First it was the moritorum and now it's just a flood of non-paying renters hitting my lisitng. I so far have marketed on FB market place and recently listed on apartments. Com. I have a property manager who has listed my apartment on his website. We both screen the candidates but my PM seems to find something wrong with everyone. What am I doing wrong? It's been nearly 7 months since my unit has been rented out. A real killer of my wallet. Any advice? Marketing? My PM being too stringent? Anything would help
