Fannie Mae, Forbearance on rental property (single family homes)

Does anyone have clarification:  

I have 2 single family rentals that have been impacted by Coronavirus Pandemic.  The loans are serviced by Provident Funding and owned by Fannie Mae.  Do the loans qualify for full forbearance (180 days + 180 days) ?  I contacted Provident many weeks ago but the loan servicer won't let me apply for continued forbearance until after the first forbearance lapses on Sept 30.   I am not sure if they are playing some game to deny continuation or drive up fees but it seems crazy to do forbearance AFTER the initial lapses.
