Socialist Comrade Omar presented to the House floor H.R.1874 "To suspend obligations of residential renters and mortgagors to make payments during COVID-19 emergency, and for other purposes" 3/11/2021 and immediately had 24 cosponsors - all Democrats.  The bill is still only in draft form and cannot be read on the House website.   The draft can be found on Omar's house page - https://omar.house.gov/sites/o...
A few of the goodies:
For renters -
Payments - suspended
Prohibitions - No fines, no debt, no repayment, no effect to credit scores
For mortgage holders -
Payments - suspended
Prohibitions - No fines, no debt, no repayment, no effect to credit scores

Tenant can simply stop paying without any evidence of true need - to include utilities which the owner may then be liable to cover.
However for a mortgage holder to qualify for relief several extremely onerous loops must be passed.
Owners must apply to HUD for relief.  To be granted relief owner must agree to basically turn property into HUD housing - rent controlled, applicants cannot be denied for any prior record or rent history.  All information on ownership of all properties and assets must be submitted.  Any owner relief will be tiered based on income and assets.
