You may want to look in Tennessee and West Virginia.  Those two markets are extremely hot and active right now with very low property taxes.  Hamilton and Trusdale, County in TN I have noticed recently have had a lot of new purchases and each property has a lot of acreage and again low taxes.  Would make for either a good buy and hold or a buy and build location.
