Soon-to-be Landlord concerned about No-Eviction Policy

I'm in Central, CT. My wife and I are saving for a first multi-family property. 

I have two questions -- 

1.  Should the "no-eviction" law prevent me from buying a 2 or 3 family rental in the next 3-6mos?  

  I am interested in foreclosures/short sales but the laws in CT greatly favor Renters already... and now with    the new "no-eviction" laws, I am concerned that renters will intentionally not pay rent.  Is that a realistic    concern? I have been educating myself on real-estate investment for about a year and still have a lot to      learn.  I found BP through The Book on Rental Property Investing and I look forward to learning more!  

2. What is the best way to find foreclosures in my area?
