Good news for Short Sales?

I hope I'm not posting this improperly Josh.. I just read an news article about a new Gov't plan (HAFA) coming out that sounds like good news for short sales.. this is the link:

I'm just wondering what some of the short sale pros here read into this article..Is this good news for investors? Or just for the homeowners? It sounds like good news all around to me but I am new and might be reading it wrong..any thoughts?
