How do I know the rating of a neighborhood?

I am fairly new to the real estate world and I continue to see neighborhoods being rated on a report card scale while reading on BP. What criteria makes a neighborhood an A vs. a B vs. a C and so on? Is there specific criteria for what makes a property fall into each category? Thanks for the help!
