Paulson Plan - Regulations really the answer?

Is this overhaul of the FED really going to make a difference in the market. Analyzing this would be looking at well into 2-8 years before we see any affects. "Blueprint" will allow the goverment to look into everyones books and how they are doing business. IS this going to hurt the markets, in your opinion? We feel that this is going to only really add more red tape. The more hoops people need to jump through the tougher its going to make this markets. Though this may not even take affects till have after the mortgage crisis is over is this really worth doing "after the fact enforcement".
