Citi mortgage saying no to investors?

Has anone heard that Citibank no longer finances rentals?
My partnerapplied for an equity loan on a property about 6 weeks ago. The appraisal came in at $170K (I asked the appraiser to be conservative). I asked for $100K line.
They say yes.
We wait and no documents. I called and they said they would check. Then we get a call back today and the agent says that as of last week Citibank no linger finances investment properties. By the way my partner's lowest score was a 720 highest was 790.
Has anyone else heard this?
