Alaska Talking About Allowing for Assessment Caps. Good or Bad Move? Repercussions?

Within the Alaska state legislature there is starting to be some buzz about having a property assessment cap (around 5%) available to boroughs (like counties) within the state. If you live or have real estate in a state that already has a RE assessment cap, please share how this has affected you and what effects it has had on the local economy.
