Florida State STR Legislation Preempting Local Ordinances

Looking for clarification regarding the change to the Florida State law moving through the legislature preempting STR regulation from city and county governments. Specifically trying to understand the impact on Single Family Residential zoned in Sarasota County that was previously limited to greater than 30 day rentals and one rental within a 30 day period. It seems that versions of the senate and house bills prohibit local governments from limiting STR durations unless the local law was passed prior to 2011. It seems, the relevant zoning ordinance in Sarasota County was passed into law in 2019.

Any help to understand the final versions of the state law, status and applicability in Sarasota County would be greatly appreciated. Thanks
