Advice on FHA custom builds

I was in a recent conversation with somebody who said that you could make more money with your FHA if you built a multifamily property on a plot of land, then purchasing a multifamily property with an FHA. Is this information accurate and up to date? Can anyone advise me on where I would begin research for this sort of a project? Does anybody have experience doing something like this?
